Help with base_64 decoding. |

Im literally stumped. I need to decode something, but Im totally stuck. Im trying to decode this php file, but I cant seem to figure it out. There is a lot of code within a php tag, but then AFTER the tag, there is MORE random txt that looks like base64 encoding, but it isnt in any sort of tag, and its not decoded at all, yet when its removed, the page fails.
Its a little too long to paste in a forum, but here it is in .txt form.
